3. Assessment & scoping (Phase 2) Architecture review, risks, phase estimates, draft backlog. Details: Phase 2.

4. Commercial (Phase 3) Proposal, Statement of Work (SOW), procurement, Non-Disclosure Agreement (NDA). Details: Phase 3.

5. Kickoff & delivery After contract: Kickoff checklist → Phase 4 → Full 8-phase map.
